PROBLEM TO BE SOLVED: To provide a method which colors the surface of a base material and imparts stain resistance by using a powder coating. SOLUTION: After a colored coating film is formed on the surface of the base material by using an enamel powder coating composition, a clear coating film is formed by using a clear powder coating composition containing a silicate compound. When a hydroxy group is concerned in the curing system of the clear powder coating composition, an ethyl silicate compound the water tolerance value to acetone of which is 2 ml or below or a methyl alkyl silicate compound having methyl groups and 2-6C alkyl groups in a ratio of 50/50-98/2 is used.
