PURPOSE: A system for paying a tax through an electronic account transferring transaction is provided to make a data synchronization and an electronic account transferring transaction possible using an electronic financial transaction and a data format converting system and to transmit data to a user through E-mail by coding and protecting the data related to a tax payment and an electronic commerce payment using an electronic account transferring transaction. CONSTITUTION: A format converter(12) converts and confirms a format of input/output data, classifies data according to data types, and converts the data into a fixed format. A security E-mail system(14) codes a bill and a document being transmitted to a user. An authentication system(13) secures all clients being connected to a security system. A user environment converting system(10) includes a user environment template and a data class module and plays a role of an interface between the client and the security system. A DB synchronization module stores a header portion of data converted during a transmission and receipt of data, receives a copy of converted data in a client virtual data chase system, and stores chase data for converting data being connected to the converted data.
