PURPOSE: A system for a culture/traffic pass card using a booking system, a mobile ticket, and a smart card and a method for operating the same are provided to reduce a time and cost for issuing and checking a paper ticket by mounting a card recognizing terminal in a gate of a mass traffic unit, supplying a card or a mobile phone, transmitting a mobile ticket through a mobile phone, checking booking information, and checking a usage possibility. CONSTITUTION: A ticket booking managing server(22) receives booking information according to member IDs from a ticket booking unit(10) connected through a communication network(21) and transmits a mobile ticket through mobile phones according to member IDs. A member DB(23) stores personal information and booking information according to member IDs by a control of the ticket booking managing server(22) and supplies corresponding information when the ticket booking managing server(22) requests personal information and booking information. A payment system(24) demands a ticket price to payment accounts according to member IDs by a control of the ticket booking managing server(22). A card recognizing terminal(27) reads personal recognition information when one out of a card including personal identification and a mobile phone including an IC chip having personal identification is accessed thereto. A booking checking system(29) is connected to a display unit(28) which displays an entrance approval or not, transmits personal recognition information read and transmitted from the card recognizing terminal(27) to the ticket booking managing server(22), and controls the display unit(28) for displaying an entrance approval or not in accordance with booking approval information from the ticket booking managing server(22).
