PURPOSE: An IPIP(Internet Protocol Internet Protocol) tunneling method in a mobile IP system is provided to improve a packet routing speed of a router, optimize a performance, and improve the network use efficiency of a service company by routing an Internet packet without the unnecessary double retrieving operation of a routing table and the pass of an unnecessary path. CONSTITUTION: A random physical interface unit receives an Internet packet from a home agent or a foreign agent, and transmits the received Internet packet to an IP routing module(S1). The IP routing module confirms a destination IP address stored in a header of the Internet packet, and searches a routing entry suitable for the destination IP address from a routing table(S2). The IP routing module transmits the Internet packet to an IP-in-IP module corresponding to the routing entry of the destination IP address among a plurality of IP-in-IP modules(S3). The corresponding IP-in-IP module transmits the Internet packet to a physical interface unit indicated by an interface pointer corresponding to a tunneling outlet(S4).
