Each one of the pair of relatively swiveling bars has an expander plate at the distal end, and has a handle at the proximal end. The expander plates have cooperating surfaces with a corresponding groove for inserting or extracting a wire. Side protuberances near the end of the expander plates define the entry of the expander plates into the trachea opening to prevent secondary injury. A scale near the proximal end of one of the bars gives a reading of the size of the trachea opening.
