PROBLEM TO BE SOLVED: To provide a password inputting device, an operation key displaying method, and an operation key displaying program capable of changing the arrangement of operation keys, and easily retrieving a desired operation key. SOLUTION: When a series of inputting operations with a plurality of operation keys on a password screen displayed at a display part 13 by an operator are completed, the arrangement of the operation keys on the password screen displayed at the display part 13 is irregularly changed. Also, the arrangement of those operation keys displayed at the display part 13 is maintained for each input operation of the series of input operations.
