PROBLEM TO BE SOLVED: To avoid sudden deterioration of data transmission speed on a network. SOLUTION: The picture shift section 7, when the present position detected by a GPS receiving section 2 changes, shifts a map picture of a specific area with the present position as the center stored in a picture memory section 6 in the opposite direction to the position changing just by the changing amount without changing the direction of the map picture. The picture data acquisition processing section 8 controls a communication section 4 so as to request an external map display supporting device 30 via the Internet 20 for picture data deficient in the picture memory section 6. When the deficient picture data is transmitted, the data is added in a picture memory section 6 to complete the map data. The synthesizing section 10 converts the map picture into video signals superposing a present position mark on the center of the map picture and outputs to a display section 3 to be displayed on a screen.
