PROBLEM TO BE SOLVED: To provide a plasma display panel which can greatly improve brightness and luminous efficiency of a PDP cell as compared with a conventional one, and its manufacturing method. SOLUTION: A reduced field intensity at least not less than 5 V/cm.Torr is secured in a discharge space 38 by making a film thickness of a dielectric layer 24 not more than 25μm, thinner than before, and making a gap between a pair of display electrodes 22, 23 from 20 to 70μm, narrower than before. Then, by enclosing discharge gas containing at least 5% or more of xenon in the discharge space 38 at an equivalent pressure of not less than 500 Torr, ultraviolet rays are made generated by molecular beam (excimer) of xenon, with which, phosphor layers 31, 32, 33 are made excited to emit light.
