PROBLEM TO BE SOLVED: To provide an information recording and reproducing device, with which group management can be performed without feeling the sense of incompatibility in the order of reproducing even when recording media applied with group management are reproduced by an information recording and reproducing device non-corresponding to group management. SOLUTION: The information recording and reproducing device has a means (step S5) for deciding the presence/no presence of non-belonging track, a means (step S10) for moving the non-belonging track after a final group and means (steps S15 and S50) for updating information added to the media corresponding to track moving.
