PROBLEM TO BE SOLVED: To prevent the illegal copy and unauthorized use of application software by performing charging corresponding to the use frequency of the application software. SOLUTION: In this user terminal equipment equipped with application software to be charged and a charging server device connected through a communication network to the terminal equipment, the start of the application software is set so as to be performed when a start permission notice is received from the charging server device. This charging server device is provided with a function for transmitting a new start key at each time of transmitting the start permission notice. At the time of starting the application software, a start request notice attached with the start key transmitted to the terminal equipment is transmitted to the charging server device by a start program, and the charging server device collates the received start key with the previously transmitted start key, and when those keys are matched, the charging server device transmits the start permission notice with a new start key to be used for the next start to the terminal equipment. |
