PROBLEM TO BE SOLVED: To encode more effectively by eliminating the influence of noise, etc., at back search and preventing misdetections, when video data are subjected to compression and encoding on the basis of a quantization scale. SOLUTION: The upper limit and lower limit of the detection range of back search are set, centered on a quantization scale value refQ by encoding quantity control (S101). At back search detection, the maximum value of a quantization scale value, at which a DCT coefficient is decided to be dividable within a set detection range, is decided to be a quantization scale value used at the preceding encoding (S104) and is used in actual quantization. If a quantization scale value detected by the back search is not included within the detection range, the quantization scale value refQ by the encoding quantity control is used in the actual quantization. |
