At this time, a solenoid of a hydraulic control valve 16 is energized, and a hydraulic port and an outflow port communicate with each other (air open). Accordingly, since a hydraulic fluid is discharged from a control room 20 to reduce a hydraulic pressure added to an advance angle restriction pin 18, the advance angle restriction pin 18 is urged by a spring 19 to project from a vane 9, and is fitted to an advance angle restriction groove 17. When the rotor is rotated to reach the normal delay angle position, the advance angle restriction pin 18 abuts to an end of the advance angle restriction groove 17 to stop a rotation of the rotor, whereby the advance angle restriction pin 18 serving also as a lock pin is fitted to a lock recess 24 to restrict the rotor to the normal delay angle position.
