PROBLEM TO BE SOLVED: To provide porcelain enamel having a surface of a matted tone obtained by recycling waste glass and a method of manufacturing the same. SOLUTION: The waste glass is pulverized to power with the same size as the size of frit (S11). The pulverized waste glass and frit are put in a mill (S14) and are further pulverized (S15), by which a glaze containing fine glass particles is formed. A steel sheet substrate is immersed into a nickel solution (S23) to prepare the substrate for the porcelain enamel. This substrate for the porcelain enamel is coated with the glaze described above (S31) and is fired (S32), by which the porcelain enamel is formed. The porcelain enamel film of this porcelain enamel contains the glass particles uniformly in the porcelain enamel film and comes into tight contact with the substrate.
