PROBLEM TO BE SOLVED: To display image-decoding data Rg of each frame at correct display timing, regardless of whether or not the frame display cycle of the data Rg is fixed. SOLUTION: This image-decoding device 2000 is provided with a data separator 2110 for separating a display cycle identifier Df, display cycle data Dp, frame number data Bn, display time data Dtn of each frame and image encoding data Cgn, included in a multiple bit stream M1 from a transmitting side and a decoder 2120 for decoding the image-encoding data Cgn and outputting the image-decoding data Rg. The device 2000 displays image-decoding data Rg whose display cycle is fixed at display timing, based on the display cycle data Dp and the frame number data Bn and also displays image-decoding data Rg whose display cycle is variable of display timing, based on display time data Dtn.
