PROBLEM TO BE SOLVED: To provide a construction for smoothly inserting a reinforcing cage into a steel pipe packed with concrete. SOLUTION: A plurality of guide reinforcing bars 7 are mounted as they are spaced apart from one another by the required intervals along the outer peripheries the hoops 6 of a reinforcing cage 4 constructed of longitudinal bars 5 and the hoops 6 intertwined. The guide reinforcing bars 7 are bent and drawn toward the center, whereby the reinforcing cage 4 can be smoothly inserted into the steel pipe held lying on its side or kept raised, by drawing or hoisting the cage into the pipe.
