PROBLEM TO BE SOLVED: To quickly process image data divided into tiles. SOLUTION: When an image capture section 23 captures image data and attribute data corresponding to each pixel, a tile generating section divides the image data into tiles of a prescribed size. A flag generating section 27 counts the number of pixels with attribute data denoting a character area by referencing the attribute data of pixels included in each tile. A header generating section 26 sets a flag in a header when all pixels are in the character area based on the result of counts and generates a header including tile addresses. A compression section 21 compresses the image data and the attribute data by each tile.
