PROBLEM TO BE SOLVED: To enable a measuring accuracy to be improved and to thereby realize a turbidity meter capable of accurately measuring, for example, a stain concentration in a cleaning water. SOLUTION: A plasmon sensor 10 comprises a sensor plate 12 having a thin film 11 for exciting a surface plasmon including a conductivity, and an electrode 20 for generating an electric field between the electrode and the thin film 11. For example, when an electric field is zero, a substance concentration having no relation to an ion molecule in a liquid to be measured can be measured. When an electric field in which the electrode 20 is a positive electrode and the film 11 is as a negative electrode, is generated, negative ion molecules are merely mainly selected, and its concentration can be measured. Then, when an electric field in which the electrode 20 is the negative electrode and the film 11 is the positive electrode, is generated, positive ion molecules are mainly selected, and its concentration can be measured. Accordingly, the turbidity meter which can accurately measure a specific substance concentration, can be realized.
