PROBLEM TO BE SOLVED: To provide an air lift pump capable of stably lifting water without closing even with a water lifting tube of a small tube diameter, a flow regulating tank and a septic tank in which properties of the air lift pump are further achieved, and a method for operating an air lift pump. SOLUTION: This air lift pump 14 is provided with an air lift tube 12 having a liquid suction port 10 at a lower part, and a liquid discharge port 11 at an upper part, and an air feed tube 13 connected to the air lifting tube to feed air to a lower part of it. As the water lifting tube 12 in the air lift pump 14, the one having an inner diameter of 10-20 mm is used.
