PROBLEM TO BE SOLVED: To provide a VoIP gatekeeper (communication unit) that realizes a notice of the arrival of an incoming call to multipoint by using an IP phone in compliance with the H.323 call signaling. SOLUTION: The gatekeeper 1 connected to an IP network though which IP phones are interconnected and provided with IP network transmission reception processing functions 20, 21, a TCP/IP control function 19, an H.232 control function 17, and a main control function 11, includes: an address management function 14 that manages the IP addresses of the IP phones in cross-reference with alias addresses; a group management function 12 that groups the IP phones on the basis of the alias addresses and manages them; a group recognition function that uses an IP address obtained from an incoming call to recognize its alias address and recognizes the group to which a caller IP phone belongs on the basis of the alias address; and a multipoint incoming call processing function that sequentially applies setup processing to the IP phones belonging to the recognized group.
