PROBLEM TO BE SOLVED: To reduce the power consumption and to stabilize the operations of a drive circuit having constitution in which only same polarity transistors are used, of a flat panel display device. SOLUTION: Power consumption is reduced by providing a switch which is used to switch between a standby state and a nonstandby state and a standby state discriminating means in each stage of a shift register. Moreover, the shift register is operated by using clock signals having unsymmetric duty cycles so as to make certain the operations of data transfer.
