PROBLEM TO BE SOLVED: To provide a method and system for controlling the use of a software program on a client. SOLUTION: This program (operating system or network stack) is started before a boot strap process is completed. Each program requests execution permission to a license issue management system (311), and a system agent applies the local license permission of each program on a client before the boot strap is completed (318-324). The all function agent of the license issue management system revises the applied permission according to the verification of a license certificate stored on a server work station before the book strap is completed (342).
