PROBLEM TO BE SOLVED: To disseminate a small-scaled vehicle common usage service by reducing a business investment for managing administrative information of the service by each governing body. SOLUTION: A user transmits information for applying for usage to the vehicle common usage service from a communication terminal 3. An integrated management server 2 manages the usage result of the user as administrative information in a database together with information which indicates the administrative body. A satellite management center terminal 1 receives an administrative information list picture from the integrated management server 2 and displays it.
