PROBLEM TO BE SOLVED: To realize a synchronizing circuit to be stably operated without inconsistency and without increasing a circuit scale and power consumption. SOLUTION: Local synchronization parallel pulse signal processing circuit is provided with a plurality of neurons, that is bonded mutually based on the prescribed rule and arranged in parallel, for performing a prescribed operation to an input signal and outputting it, a phase synchronizing signal generating circuit for outputting a phase synchronizing signal to the prescribed near neuron and a synchronization detecting means for detecting synchronization within the permission phase difference of the output of prescribed near neuron. The phase synchronizing signal generating circuit is functioned as the neuron for the prescribed operation and the output in response to the synchronization detecting result of the synchronization detecting means.
