PROBLEM TO BE SOLVED: To provide a throttle valve controller for an internal combustion engine having a sector wheel suppressing the inclination of a tooth face due to the shrinkage when resin is hardened in insert molding. SOLUTION: In the throttle valve controller for the internal combustion engine constituted such that it is provided with a motor and the sector wheel 20 to which power of the motor is transmitted and whose throttle valve turns a fixed shaft and the section wheel 20 includes a rigid fan-shaped core body 21 and a rein molding part 23 having teeth formed by insert molding for the core body 21, the core body 21 is formed along a bottom part 22b of the the teeth 22 and has a support part 24 including a curved face 24a protruding in the axial direction.
