PURPOSE: A heat exchanger is provided to be easily manufactured and to reduce cost and time for manufacture. CONSTITUTION: Connecting parts(52) between refrigerant pipes(50) forming a row are cut so that air passing between rows of the refrigerant pipes flows crossing the rows. Louver fins(54) are formed on the cut parts between the refrigerant pipes to guide flow of air. The refrigerant pipes and the louver fins are made of plastics. The connecting parts formed on middles of the rows are not cut so that the rows of the refrigerant pipes are symmetrical centering on a center and flowing passages of the air incline toward the center.
