PURPOSE: A remote monitoring device using a web camera and a remote monitoring system using the device are provided to reduce the cost of the remote monitoring device and facilitate maintenance of the device by replacing an expensive hardware CODEC by a software CODEC. CONSTITUTION: A remote monitoring device includes at least one photographing means(110) for photographing a predetermined image, and a video receiver(120) for receiving video data from the photographing means and processing the video data. The video receiver includes a video decoder, a processor and an interface. The video decoder converts analog video data transmitted from the photographing means into digital video data. The processor compresses the digital video data using a software CODEC. The interface communicates with a storage(130) for storing the compressed video data.
