A color image forming device for forming a tone image of a plurality of colors on a medium,wherein lowering in transfer characteristics due to a deterioration of an intermediate transfer element is prevented.A transfer method using a surface−direction resistance can prevent the lowering of a transfer efficiency caused by the deterioration of an intermediate transfer element(24).Additionally,since the volume resistivity(Ω×cm)of this intermediate transfer element is set to be larger than the surface resistivity(Ω/□),a low transfer voltage is permitted due to a low surface resistivity to enable a low−transfer−voltage transfer,improve a transfer efficiency and suppress dust generation.A high volume resistivity ensures the charge retainability of the intermediate transfer element(24),increases an electric attraction(imaging force)of toner(70)to a belt,and reduces dust.
