PURPOSE: An apparatus and a method for changing a voltage according to the number of rotations of a motor are provided to change the voltage by using a detected speed of the motor and generates an alarm signal by comparing the detected speed of the motor with a reference speed. CONSTITUTION: A rotary encoder portion(2) measures rotations of a motor(1) by using an optical sensor. A speed measurement portion(4) calculates the number of rotations of the motor(1) by using a microprocessor. An LCD portion(3) displays the current number of rotations of the motor(1) on an LCD panel. A direction decision portion decides the direction of the motor(1). The microprocessor uses an SMPS power source. The rotary encoder portion(2) generates a pulse waveform according to the rotations of the motor(1). The speed measurement portion(4) generates an output voltage according to the number of rotations of the motor(1).
