PURPOSE: An intelligent telephone exchange system is provided to primarily select an IP(Internet Protocol) call with inexpensive rates by selectively operating the IP call using an IP network and a PSTN(Public Switched Telephone Network) call using a PSTN. CONSTITUTION: If an idle channel does not exist(S120), a designation call quantity is not exceeded(S125), or a gateway is abnormal(S130), a gatekeeper assigns a gateway which is the most adjacent to a termination side(S140). The gatekeeper confirms whether the gateway is successfully assigned(S145). If the gateway is not assigned, the gatekeeper releases connection(S150). If the gateway is successfully assigned, the gatekeeper confirms whether an IP address is converted into a real telephone number(S155). If an alias exists, the gatekeeper designates an original IP address corresponding to the alias(S160). The gatekeeper receives the result in which the IP address is designated(S165). The gatekeeper confirms whether a caller releases the connection(S170). If the caller does not release, the gatekeeper connects the caller to a callee to be converted into a call state(S175).
