A mixer (22) used in crushing and mixing the conveyed soil and soil conditioner to obtain a modified soil is provided with a soil cutter device (32) and an impact hammer (33). The soil cutter device comprises of a drum (45) and a cutter (46) mounted to the outer peripheral surface of the drum. A soil conditioner supply device (29) supplies a soil conditioner to the soil.
