PURPOSE: A system for managing a lottery ticket using living body information is provided to purchase a lottery ticket through an on-line by an authenticating process on an information communication network through living body information of a lottery ticket buyer. CONSTITUTION: A living body authentication terminal(2) receives living body information of a lottery ticket buyer. A network terminal(4) transmits the living body information received from the living body authentication terminal(2) through an information communication network, receives a living body authentication, and purchases a lottery ticket through an on-line under the living body authentication. A lottery ticket managing device(6) performs an identity inquiry by the received living body information, receives a living body authentication and performs a lottery ticket issuing process and a lottery ticket drawing process through the network terminal(4) based on the living body authentication process. A financial information processing device(22) performs an identity inquiry by the living body information, receives a living body authentication according to a payment request with respect to a lottery ticket being issued from the lottery ticket managing device(6), and performs a payment approval with respect to a payment amount of money in accordance with the number of issuing amount of lottery tickets based on the living body authentication. A living body authenticating device(12) performs a living body authenticating process in accordance with an identity inquiry through living body information from the lottery ticket managing device(6) and the financial information processing device(22) on condition that living body information of the lottery ticket buyer is registered in advance.
