PURPOSE: An observation device and an observation system having the observation device are provided to expand an observation area range and, simultaneously, observe the observation area. CONSTITUTION: An observation device(10) includes at least two observation units(100) and a fixing unit(110). The observation units are arranged in a manner that their observation angles are not overlapped. The fixing unit supports the observation units and fixes the positions where the observation units are arranged. The observation device observes all area within the space in which the observation units are installed. An observation system includes the two observation units, an image converter for receiving an image observed by the observation units and converting the image into image information, and a display for receiving and displaying the image information.
