PROBLEM TO BE SOLVED: To provide a tooth brush and tongue cleaner, which can be used without water as the bristles shape of the brush part holds the stain from teeth, space between teeth, space between teeth and gum, and tongue plaque without splattering it and does not need tooth paste. SOLUTION: This cleaning tool is provided with a brush part which is planted with looped or semi-looped bristles, or with both semi-looped bristles and straight bristles mixed, and a handle part which is positioned behind the brush part and can be held with a whole hand, or, is provided with a bag shaped brush made from a fabric with looped or semi-looped bristles, or mixture of semi-looped bristles and straight bristles with an opening to fill a finger, a ring member which is put on another finger to fix whole of the tooth brush to the hand, and a string which ties the brush and the ring member and has a fastener to adjust the length.
