PURPOSE: A mini anchor and a manufacturing method thereof are provided to enlarge a contact part of the mini anchor making contact with a safety belt reducing the manufacturing cost of the mini anchor by forming an elongated hole in a steel plate. CONSTITUTION: A mini anchor is made of a steel plate including the first steel plate and the second steel plate. A thickness of the first steel plate is thicker than a thickness of the second steel plate by 1.5 to 2 times. An elongated hole(2) for suspending a belt is formed in the first steel pipe. In addition, a fixing hole(5) fixed to a chassis is formed in the second steel plate. The elongated hole(2) is defined by the first long sidewall(2a), the second long sidewall(2b) opposite to the first long sidewall(2a), and short sidewalls(2c,2d) for connecting the first and second long sidewalls(2a,2b) to each other.
