PROBLEM TO BE SOLVED: To provide a bicycle parking control system having excellent operability because a user does not take a bending forward posture or a sitting posture when locking or unlocking a bicycle and capable of limiting and regulating the use of a bicycle parking facility to only charge paying persons and qualified persons registered for use in advance. SOLUTION: This system is constituted of a wheel restraining device in which a lever arm is made to embrace the wheel of the bicycle when the wheel is mounted, a lock device for locking the lever arm at a wheel restraining position corresponding to the operation of the lever arm, and a control device for automatically performing a remote release for restraining of the wheel by forming an unlocking signal of the lock device when the user pays prescribed use charge by cash or a credit card, etc., or a use qualification is proved by a user card registered in advance or performing a remote release by a manual operation of the user.
