PROBLEM TO BE SOLVED: To provide an encoding method for effectively reducing the power consumption. SOLUTION: The encoding method for a plurality of closed electric signal paths is characterized in that the method includes a step of determining a signal transition activity for each electric signal path with respect to a predetermined electric impulse set, a step of grouping the electric signal paths into a plurality of source windows comprising parts adjacent to the electric signal paths, and a step of cross-connecting the source window to a plurality of target windows on the basis of a base capacitance between each electric signal path and a ground plane layer and a coupling capacitance between each electric signal path and the signal transition activity.
