PROBLEM TO BE SOLVED: To construct and operate a vehicle safety monitoring system at a low cost. SOLUTION: A vehicle to be monitored is equipped with an on-vehicle device 38 including a sensor box 40, a GPS terminal 42, a packet communication terminal 46, etc. When the sensor box 40 determines that output from a sensor connected to the sensor box 40 shows a sign of abnormality in the vehicle or its load, information on the sensor classification and its output value or the like together with a positioning result or the like obtained by the GPS terminal 42 are sent from the packet communication terminal 46 to a packet network through radio connection. An operation monitoring center is connected to the packet network 10. The operation monitoring center receives a packet transmitted from the vehicle to know the sign of abnormality in the vehicle or its load.
