PROBLEM TO BE SOLVED: To provide a magnetic recording medium, its manufacturing method, and a magnetic recording/reproducing device that can enhance productive efficiency free from degrading a noise property. SOLUTION: Between a non-magnetic substrate 1 and a soft magnetic ground film 4, an in-plane ground film 2 and an in-plane hard magnetic film 3 of which the easy axis is oriented mainly in the in-plane direction are formed. The in- plane ground film 2 consists of Cr or Cr alloy, and the in-plane hard magnetic film 3 consists of CoCrPtX system alloy as a principal component (where X is one kind or two kinds or more of components selected from B, Ta, Cu, Zr, Nb, Re, Ni, Mn, Ge, Si, O, and N).
