SOLUTION: A menu, related to enciphered data broadcasting contents superimposed on a digital broadcasting program and data broadcasting contents described in BML format, is received by a digital broadcasting receiving board 1, a BML browser 3 displays the received menu, related to the data broadcasting contents and after the purchase procedure for the enciphered data broadcasting contents, a deciphering means 4 deciphers the enciphered data broadcasting contents, by using a cryptographic key distributed from a cryptographic key distributing center 12.
