PROBLEM TO BE SOLVED: To convert binary image data into multilevel image data and record the converted data. SOLUTION: Binary data to be recorded are stored in a page memory 12, clocks of a main scanning direction are counted up by a main scanning counter 1 and '1' is added to the count value of a line counter 32 by the counting up operation of the counter 31. Values of different weight values are previously stored as a matrix in a dither level signal generation circuit 33, the data positions of the memory 12 and the circuit 33 are specified on the basis of the count values of both the counters 31, 32, a pulse width signal corresponding to an output value from the circuit 33 is prepared by a pulse width modulation(PWM) circuit 34, and the product of the binary data from the memory 12 and the pulse width signal from the PWM circuit 34 is outputted from an AND circuit 35 and applied to a laser scanner unit 15.
