PROBLEM TO BE SOLVED: To solve the problem of a conventional capacitor whose capacity decreases when it is thermally aged, and impedance and ESR rise, since the adhesion between a dielectric layer and a conductive high polymer layer made by chemical polymerization is insufficient, even though the dielectric layer is made on the surface of the dielectric and this dielectric is heated and reacted with a hardener to make an insulating film and thereon the conductive high polymer layer is made by chemical polymerization. SOLUTION: A low-ESR, nonpolar, small-sized, and large-capacity capacitor can be manufactured by forming a polycarboxylic acid resin film 2, modeling it after the surface form of an etched aluminum foil electrode 1, through electrodeposition method, and forming a chemical polymerized layer 4 of polypyrrole at the opposite pole before hardening the polycarboxylic acid resin film 2.
