PROBLEM TO BE SOLVED: To provide a control system in which an upper layer can cope with troubles in connecting circuits of the lower layer and control the upper layer according to the performance deterioration. SOLUTION: The control system controls a layer type network including the upper layer and the lower layer and provides a detection measure which detects troubles or performance deterioration in the lower layer circuits that are connection circuits of the lower layer as an event, an extract measure which extracts an upper layer circuits that are connecting circuits of the upper layer and are influenced by the detected event, and a control measure that controls the extracted upper layer circuits.
