PROBLEM TO BE SOLVED: To solve a problem that an information providing server which provides information about weather, an earthquake, or the like is incapable of providing emergency information such as a distribution map of seismic intensity due to concentration of accesses on a front screen, the processing load of which is heavy, at the time of emergency like the occurrence of an earthquake. SOLUTION: An information providing server 10 transmits a normal time front screen data 22 when its front screen is accessed at normal time. A front screen switching part switches information of a link for the front screen from the normal time front screen data 22 to an emergency time front screen data 23 when it has received such emergency information as the occurrence of an earthquake. The information providing server 10 transmits the emergency time front screen data 23 when its front screen is accessed thereafter. In the emergency time front screen is included the distribution map of a seismic intensity, typhoon and heavy rain information or the like received. For the emergency time front screen, a screen with a processing load lighter for the server than the normal time front screen is used.
