PROBLEM TO BE SOLVED: To provide an error correction decoding method and a decoder where number of decoding repetition times and the quantity of calculation are reduced in the case of decoding a code sequence resulting from applying associative encoding to a block error correction code and a turbo code. SOLUTION: A discriminator 62 calculates a decoding result by each repetition of repetitive decoding, an external de-interleaver 63 rearranges the discrimination results in processing rearrangement sequence, a RS decoder 64 executes block error correction decoding arithmetic operations on the basis of the rearranged sequence, a repetitive decoding stop discrimination controller 65 discriminates whether or not the RS decoder corrects all errors, and executes processing of stopping repetitive decoding when the controller 65 discriminates that all the errors are corrected.
