PROBLEM TO BE SOLVED: To solve the problem that a conventional method can not follow a dynamic change such as a sunlight condition of an area to be monitored, resulting in false detection and failure in detection of an intruding object. SOLUTION: An object which moves fast is detected on the basis of a rapidly updated luminance difference between a reference image and a monitored image, an object which moves at a low speed is detected by using an averaging monitored image, and an object which is silhouetted by a silhouette object detecting means is detected when a reflected state is discriminated by an environment analyzing means.
