The permanent magnet block 21 meets the followings (a) to (e); (a) (θi )-(θi+1 )=(Ai .p/2), (b) Ai is the angle between the radial center lines of i-th permanent magnet block and i+1-th permanent magnet block in clockwise rotation assumed to be positive (c)θi is the angle between the magnetizing direction of i-th permanent magnet block and outward radial direction, and (d)θi+1 is the angle between the magnetizing direction of i+1-th permanent magnet block and outward radial direction, while the stator 1 comprises m-pieces of salient magnetic poles arrayed with constant separation, and meets the following (f): (f) m/p<=1.5.
