PROBLEM TO BE SOLVED: To provide a pressing roller for fixing image, free from being soiled by adhesion of the offset toner of a fixing film to the pressing roller side and accumulation thereof at the pressing roller side. SOLUTION: The pressing roller is provided with a base layer composed of a silicone rubber-based material, and a releasing layer composed of a fluorine based-material. The releasing layer is formed of a surface layer having a fluorine resin as a main material and an intermediate layer having a fluorine rubber as a main material. The total thickness (A+B) of A the thickness of the surface layer and B the intermediate layer is 15-30μm and A<B. The surface hardness of the pressing roller is 35-50 deg. and the surface roughness thereof (ten-point mean roughness) Rz is 0<Rz<=2.0.
