PROBLEM TO BE SOLVED: To solve the problem that a conventional videophone system is realized by using a single video/audio Codec optimized at a comparatively low transmission rate because the transmission rate of a modem varies with a state of an analog telephone line several number of times and causes a wasteful transmission rate not used for the transmission through the transmission line under an excellent condition where a higher transmission rate is obtained than estimated. SOLUTION: An encoder optimized to a data generating rate highest within a range not exceeding a transmission rate of the transmission line at connection to a modem section 8 for videophone transmission is selected among a plurality of encoders 100-103 each optimized at a particular data generating rate in advance so as to effectively utilize the transmission rate of the transmission line so as to realize an excellent videophone for remote medical treatment.
