PROBLEM TO BE SOLVED: To store the encoded data of MPEG-4/H.263 in a transmission buffer in 16 bits/32 bits unit without delays. SOLUTION: Concerning encoded data generated by an encoded data generating part 7, when the encoded data for one frame are completely generated, a data size deciding part 3 decides whether or not the data size of non-stored encoded data, which are not stored in a transmission buffer 5, is a specified data size. When the data size of the non-stored encoded data is not the specified data size, a data size control part 9 first sends a part of code words (start code/end code) comprising the next following encoded data, so that the data size of the relevant non-stored encoded data can turns into the specified data size, applies a part of the code words to the relevant non-stored encoded data, and afterwards such data are stored in the transmission buffer 5.
