PROBLEM TO BE SOLVED: To provide a telephone call transfer charging system and a telephone call transfer charging method where a 3rd party not being a caller and a called party can pay a speech charge caused when a caller subscriber making a contract with a mobile telephone or a PHS makes a telephone call on behalf of the telephone subscriber. SOLUTION: The telephone call transfer charging system includes a means placed in a transfer center that registers an ID number or a password of a contractor admitting payment of a speech charge of the others on behalf of them and a list of transfer destinations to be connected and a means that imposes a speech charge caused by a subscriber making a contract with a mobile unit on a 3rd party being the contractor based on registration information on behalf of a caller and a called party.
